Born in South Carolina, William Moses Samuel "Red" Myers moved to Indianapolis as a child. Over the course of his life, Myers held a number of jobs, including service in the Civilian Conservation Corps, the Indiana State Guard, and the Indianapolis Fire Department. Founded by retired schoolteacher Mattie Coney in 1964 to combat housing discrimination, Citizens Forum soon became a neighborhood rehabilitation program. Health, safety, and beautification projects were carried out through block clubs.
